The Goods and Services Tax (GST) in Australia is a Value Added Tax (VAT)
on the supply of goods and services in Australia.

It was introduced by the Federal Government with the A New Tax System
(Goods and Services Tax) Act 1999, taking effect from July 1 2000. The
basic premise of the new tax was to broaden the tax base, which was
heavily biased toward the provision of services.

Prior to the GST, Australia operated a Wholesale Sales Tax (WST) which
imposed a tax on wholesales of goods. The WST was implemented in the 30's
when Australia had an economy dominated by goods. Over the years however,
Australia's economy evolved to be more services based, and the GST served

As I understand it (and the Goods and Services Tax has driven stronger
men than me to spirituous liquors) domestic postage is free of GST,
but international mail isn't. That is why we are supposed to use only
International stamps on international mail.

Slight Correction, Tony...

Domestic postage is charged GST (VAT) while International
postage is not. The same applies in Canada. Here we use the same
stamps for both. However, if you are buying stamps and mailing them
internationally at the counter, you can fill in a form for an instant
GST
rebate.

Minimum postage must be $5 total to make it worth while.
In Canada, we have provincial tax as well, so GST is now 5%.

The reason for this is that International Postal rules (I expect
one of the UPU conventions) precludes charging tax on international
mail. (After all the stamp is a receipt for a "tax" being paid.)
