I would suspect it was out of convenience to use a design that was
already engraved and would cost less that way
rather than any political statement on slavery in general.

There was a museum exhibit somewhere in the past year ago on this
subject by someone who had done a lot
of research on the topic but I can't remember the details at the
moment. A google search should bring up the
information.
