The scan below is the first stamp in the set. There is no mention in
Scott as to the bottom stamp. Every stamp in the set has a picture
attached.
Perhaps another Catalog has more information?

"gum krinkle". I'd like to soak/wash the mucilage from the back
and wondered if anyone knew if any of the colours are fugitive?

Why undenominated stamps? by

Can someone explain to me why the USPS would issue undenominated
stamps?
I reviewed www.usps.com, and they only thing I could find is a
statement that such stamps are typically issued when a rate change is
pending.
Isn't that the time when a person would WANT to know value of a stamp?
