Default Canal Zone Stationary & Last Day

Why isn't Canal Zone Stationary in the Scott Book 1?

Also why isn't Last day of operation included? Seems important.

Canal Zone Stationary including postal cards is in the Specialized. I
don't know about last day. The Specialized state operations ceased
Sept 30, 1979.
