Yes. I just sold a few of these on eBay.

You DO have to be careful about Venezuela. Up to a certain time
period, they allowed Instruccion on their postage stamps as well as
revenue stamps. (Read Scott catalog)

At that time, I don't have it handy, they started using correios as
their postal descriptor and instruccion as their revenue descriptor on
stamps.

Sorry I don't have the number / year for you for the stamp you posted.

I had a similar stamp in orange,
and in 2003 Frank Emmanuel suggested:
(at that time I was unable to supply scans)

Try Venezuela pre 1895,
Instruccion was for internal postage
Source Scott & Harris Stamp Collectors guide & companion.

Not much help, but there you go. Nice healthy Stamp!

Hi

The stamp shown is a Venezuela revenue known as an Escuela.

Catalog Number Description Value
------------- ------ ----------- --------------------------------
Minkus (1980) R137 10b lilac Mint .70 Used .50
Blanco (1992) 123 20b 12b (b Bolivar)
Yvert (????) 115

The Yvert number is from the Venezuelan Blanco catalog. The Bolivar
values today are about 1 cent, don't know what it was in 1992 but
definitely more.

The Venezuela Blanco specialized catalog lists each stamp with a
Blanco, Yvert and Scott catalog number. For more Venezuela Escuelas
and classic issues visit Williams Castillo's excellent web site:

http://www.mystamps.net/

He is in the process of re-building the site so some links may not be
working yet. Also, it is totally in Spanish. There is a link to the
Google translator but sometimes the translation is confusing (and
funny).
