Beruni Stamp ID Please

I can't seem to find this stamp in the Scott 1999 Catalog. I find the
4e denomination strange, it should be fr.

"4e" is not a denomination. The inscription at top reads
"4th Anniversary of Independence".

This does not appear to be a postage stamp.

in fact, it is taken from a minisheet of the rebublic of burundi issued
in the year 1967.

Just to expand on this, SG Part 12, 2nd edition 1983, says:

"1967 (6 Feb) Fourth Anniv of Independence (1966). Litho p13.5

MS220 Four unissued sheets, diamond-shaped, 200x200 mm, each containing
eight 'Flower' stamps as Type 31 [of 1966], but with values and
corresponding designs changed and centre se-tenant label showing
'Flag', 'Map', 'Arms', or 'Flower' emblem. Values 6, 7, 8, 10, 14, 15,
20 and 50 f. Multi-coloured. Stamps and sheet margins have the original
inscriptions obliterated by the overprint "REPUBLIQUE DU BURUNDI" in
black on gold panel. Price for four sheets £11."

well Blair i have a catalogue number, but unfortunately only a german
one - from the "michel catalogue": minisheet nr 18A. a unissued
minisheet, overprinted "republique du burundi"
