It's probably in Russia, back of the book.
Soviet, Federative, Socialist, Republic of Armenia,
1921-1922
I don't guarantee the order of the adjectives.

In my Yvert book, # 111, greenish blue. Low value.

Are there any Armenians aboard?

Just what is that gentleman, who appears to be folding a sheet, doing?
doves at the top,
is he standing next to a lake? next to a sled? a plough?
very interesting.
(explanations in my SG do not seem to link)

Hmmm. Scott says River Aras and Gibbons says Lake Sevan.
Michel says "Wan-See", which is probably the same as Sevan.
