Yes, the £1 stamps are still valid, this unit of currency did not change
on decimalisation. It will go, of course, if we ever join the euro.

commemorate the event(s)?

The last one was in 1999 at Beijing, the next is in 2004 at Bucharest.
China issued a set of two stamps in honor of the Congress and a third
stamp to commemorate the 125th anniversary of the UPU.

Each member country of the Universal Postal Union can send a delegate to
the Congress which meets every five years to govern its affairs. Most
delegates present complimentary packs of their country's stamps to other
delegates. Those from the UK have had Machins in as well as special
issues. Among these are 16th Congress held at Tokyo in 1969, the centenary
meeting at Lausanne in 1974, the 18th at Rio de Janeiro in 1979, and the
19th at Hamburg in 1984. Full details are in the new Deegam Handbook
(appendix 11).
