SCRANTON - The coins someone dropped in downtown
Scranton could hardly be described as your usual
loose change.

Police officers responded to the 200 block of
Franklin Avenue on Monday around 3:15 p.m. to
find passersby sweeping up coins - hundreds of
dollars worth, it turns out - into a garbage
container, police said.

Police discovered the coins came from two bank
bags that somehow ended up in the street and
then were run over by traffic. Although he
declined to say exactly how much change police
recovered, Capt. Carl Graziano said it
amounted to between $500 and $1,000.

"We have no idea whose money it is," he said.
"That is kind of strange. No one has even
called to say they lost it."

In a case like this, or similar, where the police have to spend time and
effort collecting the coins, might they charge the owner for the cost of
the operation if it is shown that the owner was at all careless in
securing them in transit?

100% of taxpayers are obliged to pay police department expenses to deal with
problems caused by the stupidity and negligence of a significantly smaller
percentage of the population. It's the same with fire departments and
school districts. Welcome to America.
