I woud imaganie you are right that they are cut.... or possibly from the

The Scott #s are 110 and 115 for those stamps. They could come from booklet panes, but I am not aware of any booklet panes with these denomination of stamps (ie 4 cents and 8 cents). It should be noted that ALL stamps of this issue are known in imperforated pairs (very expensive). Scott 110a (4 c) Imperf pair $1000. ditto (NH) " " $1750. Scott 115a (8 c) Imperf pair $1000. ditto (NH) " " $1750. I do not know about partial perfs though. They could just be regular stamps with the bottom perfs cut off. I think they are straight edges from the bottom of a sheet.... they come in

There are some precancel specialists around but not many in my experience. In any case, the Winnipeg 5850 precancel seems to be one of the most common that I have seen, so I doubt there is a great premium if any. I was not aware that gutters were included on any Admirals, but it seems that the panes in question were not divided by gutters. I just did a bit more searching on Google and found a really well done web site about the Admiral issue, obviously by a specialist with an eye to good web design. The URL is http://www.rpsc.org/Library/admiral. There is discussion (and a good illustration of a pair of stamps showing a guide arrow used for guillotining the sheets into panes) on the same web site at http://www.rpsc.org/Library/admiral/formats.htm. I quite like the Admiral stamps, though I don't have the patience for true specialization. I have collected a number of interesting color and paper varieties, and one unused copy with inverted lathework. Pricey little sucker! Shows that NG doesn't necessarily mean LP (Low Price)! An interesting historical note about the Admiral himself, King George V: The uniform he wears in the image on the stamp was deserved and not just honorary: he really was an admiral, who worked his way up through the ranks and was widely respected by his men.
