Default Federal Reserve offers up uncirculated wheat cents

What is this all about? The Federal Reserve locates and sorts out
uncirculated wheat cents?

Somehow this makes no sense to me.

Nor does the circulated Federal Reserve wheat bags.

I can't read the year in the date on the label in the first auction,
but if the bag were sealed by the Fed prior to 1959, then it would
indeed contain all wheat cents.

However, this begs the following question: Did the Fed use plastic
bags back in those days?

Nope.

plastic bag has a line for "From" and "To".

"To" seems to say FRB.

"From" is FNB ("F" National Bank??)

Can anyone read the date written on the bag?
