?? about a 1998 D dime

I found a 1998 D dime today. The tails side of the coin was never stamped. Its
smooth on that side with a circular mark in the center. Such as might be
caused by a punch head hitting it with out a die in place. My question is, is
this rare? Or is there a large number of these dimes out there that were never
recalled.

Sounds like an altered coin to me. A genuine error of this sort will not have
any sort of a circular mark in the center.
