Default Sage-issue with anchor and Hungarian crown

A fellow collector asked what I knew about the "cancel" shown on the
two Sage-issue (Scott's Peace and Commerce issue) in this link:

My response was that I didn't know anything about the marking. It may
be a cancellation, an overprint, or an amusing design applied with a
rubber stamp.

Can anyone shed some light on what it really is?

All help will be appreciated.
