two scrupples token

please help me with this token i found in the return slot of a coinstar. it is
a two scruples token with "phila. & n.y." it also has what looks like a
backwards "E" with two i's. is this a transit token? thanks.

It's an apothecary weight for 2 scruples.

About 2.6g, each scruple being 1.296g. It's part of the apothecaries'
system of weights. A scruple is 1/24 of an ounce. The pothecaries' and
troy weights are equivalent, both ounces being 31.1g.

"M within diamond" design at the bottom, indicating that it
was produced by John Maris ...
