Default PCI slab question

I understand that among the green PCI slabs there are those with 10
digits, 14 digits, and 9 digit serial numbers. I understand that the
10 digits ones are more conservative and the 9 digit one, not
conservative because of an ownership change. What I find interesting
are the 14 digit slabs. These are , to my understanding, before the
ownership change. Does anybody have any idea why the ownership at that
time appears to have made a decision to be less conservative ?(but not
necessarily unacceptable)
