These are stamp like souvenirs, from China.
They have no postal validity.
Many different ones have been issued.
Many stamp collectors also collect them.
I've seen thenm for sale in my local stamp shop
for a couple of dollars each.

For the record:

Dear Sir,
Your Chinese id item is a souvenir issued by either an entity in China. This entity can be a provincial stamp company,
stamp exhibition organiser or even the national stamp company. There are lots of this kind of sheets issued by a whole
host of entities in China. This sheet depicts one of the animals of the Chinese zodiac. The numbers on the lower right
of the 'stamp' indicates that there should be 12 sheets in this set and that this is the second in the set. The name of
the designer appears at the lower right of the sheet.
