Default USPS vs Scott Stamp Monthly

Reading some back issues of Scott Stamp Monthly one article of interest
was in the Editor's Forum of the September 2005 issue.
It states that SSM used the term "catalog" in their publication and had
voiolated the terms of the discounted Periodical Mail Rate. USPS also
requested "a very large check to cover additional postage."
The offending word appears in SSM's Catalogue Update section.
My toned down comment: Baloney.
