What were the "Officially sealed" US stamp used for?

Hi
The 3 sen image is too small for positive catalogue number
identification but it looks like a Japanese documentary revenue, maybe
1874 issue.

The "offficially sealed" stamps were used to reseal envelopes and
to repair damaged ones before they started using the current plastic
bags

We had a discussion on the type of roulette, but I cannot
recall the description.

I do remember also seeing (maybe a cinderella) officially sealed
or a "dead letter office" not sure, but it had a Dodo vignette.

the Japan Revenue may possibly belong to a set that
this one belongs to, I have never been able to identify,
but it is of similar layout / format

Hello Rod.

Yours is a revenue stamp of 1873 used for invoices and payments.
It is 26mm x 26mm and rouletted. There are three in the set:
1s grey
5s brown-yellow
10s carmine.
