Turkish Officials Say EU Forced them into Bad Situation

Turkish authorities approached the decision made by EU foreign ministers on
Turkey's membership talks cautiously.

Describing the decision's positive and negative aspects, authorities opposed
freezing the eight chapters and agreed that the ground for the solution of
the Cyprus problem remained the same and the European Union should remember
its responsibilities.

"They did not kill [the process], but made Turkey accept a very bad
situation," Professor Haluk Gunugur from Izmir Economic University
commented.

Gunugur said setting eight chapters of EU accession as the opening criteria
and 24 chapters as closing criteria was negative: "There is no schedule on
the additional protocol but Turkey should open its ports before 2009. There
is no change on the point of solving the Cyprus issue at the United
Nations."


Retired Ambassador Gunduz Aktan called the decision to freeze eight chapters
"punishment" and said Turkey should stand firm.


Aktan underlined the importance of the presidential statement concerning
isolations against Turkish Cyprus and said "consequently, they accepted not
the political but the legal aspect of this."

Turkey-EU foundation Board Chairman Can Baydarol said the decision
reinforced the Turkish public's non-confidence in the European Union.

Baydarol opposed the view that one cannot step back from the Commission's
proposals and maintained that this was a step back from Oct. 3.


Stating the Greek Cypriots still had the right to veto, Baydarol said
whether this will take place or not depended on the group that manipulated
the Greek Cypriots.


Noting Ankara should speak with one voice, Baydarol referred to recent
discussions and said "Turkey will be negatively affected if we are set at
loggerheads."
