Turkey's failure to open its ports to traffic from Greek Cyprus led to the decision. Talks on eight of the 35 policy areas have been frozen, the EU Enlargement Commissioner Olli Rehn said in a statement on Wednesday. The suspended chapters are the free movement of goods, financial services, agriculture, fisheries, transport policy, customs union policy and external relations, which all touch on Turkey's relations with Greek Cyprus. The recommendation decision came after talks on a deadlock mediated by Finland, the holder of rotating EU presidency, failed on Monday. "We confirm that these negotiations continue, although at a slower pace," Olli Rehn remarked. He also added that no chapters would be "provisionally closed" until Turkey fully implemented its commitments to open its ports to Greek Cypriot traffic. On October 3, 2005 Turkey started accession talks with the 25-member bloc. So far Turkey has provisionally concluded just one chapter- science and research. The suspension is regarded as a blow to Turkey's decades-old attempt to join the bloc.
