EU Commission: 8 sections of Turkish EU accession talks to be stopped



The EU Commission has recommended that 8 sections of EU accession talks with
Turkey, each having to do with the Customs Union, be stopped for now. The
suggestion from the EU Commission comes following Ankara's continued
rejection of pressure to open air and sea ports to Southern Cypriot trade
use.


A high level meeting last night of EU officials decided that aside from
these 8 sections, talks with Turkey should continue. This latest decision
from the EU Commission does not provide a new date for Turkey regarding the
opening up of ports. It is expected that member states in the EU Commission
will approve the recommendation by voting today.

EU Commission for Expansion, Olli Reh, had warned Ankara in the past that
refusal to open air and sea ports to Southern Cyprus would damage Turkey's
accession talks process.

EU Partially Suspends Turkey's Accession Talks

The European Commission has recommended a partial suspension of talks for
Turkey's accession.

Turkey's failure to open its ports to traffic from Greek Cyprus led to the
decision.

Talks on eight of the 35 policy areas have been frozen, the EU Enlargement
Commissioner Olli Rehn said in a statement on Wednesday.

The suspended chapters are the free movement of goods, financial services,
agriculture, fisheries, transport policy, customs union policy and external
relations, which all touch on Turkey's relations with Greek Cyprus.

The recommendation decision came after talks on a deadlock mediated by
Finland, the holder of rotating EU presidency, failed on Monday.

"We confirm that these negotiations continue, although at a slower pace,"
Olli Rehn remarked. He also added that no chapters would be "provisionally
closed" until Turkey fully implemented its commitments to open its ports to
Greek Cypriot traffic.

On October 3, 2005 Turkey started accession talks with the 25-member bloc.
So far Turkey has provisionally concluded just one chapter- science and
research.

The suspension is regarded as a blow to Turkey's decades-old attempt to join
the bloc. However, a final decision on the partial suspension ultimately
lies with EU leaders at their summit in Brussels on December 14-15.
