Anybody aware of which issue this was?

The material of the sheet is called "Dederon".

The material of the sheet is called "Dederon".

.... which is the trade name of a synthetic fibre like
Nylon or Perlon. Chemically, it is polyamide.

BTW, water-based glue (e. g. of stamp hinges) does not stick
well to this sheet. This is a case where one actually needs
a stamp mount. I am still wondering whether these stamps can
be found in a decent condition on a letter, one would probably
have had to use self-adhesive tape to stick them on.

Nowadays such stamps would probably be issued as self-adhesives
on backing paper - or backing plastic foil if one wanted to use
all-synthetic materials again.

This would be Scott 646, except that Scott only placed
a footnote in its place.

"On March 12, 1963 a souvenir sheet publicizing
'Chemistry for Peace and Socialism' was issued.

It contained two imperforate stamps, 50pf and 70 pf,
printed on ungummed synthetic tissue.
