around world, it is same if You will say for Abhazia, Nagorno karabah,

Must to correct You, that Michel catalog have it recorded under UN -
Kosovo administration
that made very-very big difference, and if You see, on this stamp is
very clearly
stated and printed, "UN Administrated Kosovo".

It is correct that it isn't the business of the UPU to give judgment about
the status of any country. What they do is to publish in Circulars
denouncement that they receive from the member countries. In the case of
Kosovo UPU hasn't published such a denouncement, one that should come from
Serbia, and for this reason the Kosovo stamps haven't an illegal status.
This fact actually doesn't express any opinion of the UPU about the status
of Kosovo.

Thanks for the supplemental information about how Michel classifies the
stamps of Kosovo. I have access only to the online database, and there I
could choose in the field "Gebiet" (region) the text "Kosovo". Just out of
curiosity I took a look at the images of Kosovo stamps that are listed by
Michel. On them it seems to be written: Republika e Kosoves - Republika
Kosovo - Republic of Kosovo. I suppose that the first name is in Albanian
and the second in Serbian but I can be wrong. The fact that the third name
is in English could hint to what you write about the UN Administration.
That Michel lists some stamps doesn't mean that they are legitimate, because
Michel listed also illegal stamps (that is why I mentioned in my posting
"FWIW" = For What It's Worth).

I agree with you that these are similar situations with that of Kosovo, and
this makes difficult to separate what is legitimate and what not. Local
issues are, traditionally, a very interesting part of the philatelic
research.

BTW, Transylvania (Ardeal, Siebenbürgen) is a historical region in the
central part of Romania:
