The seller is from the UK and charges £30.00 to ship within the UK,
but charges £4.50 to ship to the US? I think he/she forgot to edit
the international shipping box when listing the auction.

If I bid £30, but the shipping to the UK is £30, but the shipping to the USA
is only £4.50, the hell with taking the auction down, I want the £20's for
half price. This guy loves Americans - what a fine bloke.

I think the above logic falls considerably short.

Reporting to eBay is the proper think to do. Otherwise, the seller who
practices fee avoidance can have a nice advantage over other sellers who
follow the rules.

Two young employees once came to my office and tipped me off about another
employee who was stealing from me. I took care of the situation but the two
informants were badly treated because they were "rats". Never once did it
enter my mind that the two informants would have been happy Nazis.

Rule? What rule? Show me where eBay has any regulation on what a
seller can charge for shipping.
Oh that's right, you can't, because it doesn't exist.
There's no advantage either since any bidder is going to take the
shipping charge into mind when deciding what to bid.
No, no, ratting to eBay is just a weasly thing to do.
