Google was my friend (and so is Jill ;-)

Approx 16.000 each of the balloon labels

If you google Poczta Balonowa 1964
you will find several covers with each of these stickers on them.
For an explanation of them go down to about the 4th entry
[PDF] Poczta balonowa
and click on [Translate this page]

Interesting, if you "translate" one cannot copy the English text,
it comes as Polish.

It should be a fee stamp from the Chamber of Commerce, Industry and
Agriculture, from the town of Bologna.

I know those private stamps from Austria too, especialy the
"SOS-Kinderdorf" flights, used on special Balloon-flight covers.
