(RCSD) Rate change stamps

Default (RCSD) Rate change stamps

I have a problem with catalog listings of NVI stamps that have
undergone a rate change,
When a stamp is issued the catalog makers give it a number and list
all the pertinent facts including 'face value'.
When the rate is changed the same stamp sells at a higher price and
may have a new year date on it but retains the same caztalog number. I
think a new number should be assigned.
A good example of this is the US B1 Cancer Research stamp. I think
four rate changes.

Agreed when the date changes. That would technically be a different
printing, then different stamp. It should be assigned a new number.

Further, if the die perforations change, or even paper type, it should
also be assigned a new number. This would mean a different printing,
even if done by the same printer.

Seconded, and amplified. The Scott catalogue editors have said that the
second Liberty Bell "Forever" stamp for this year, with its 2008 date,
will only be given minor-number status, if all that changed was the
number. I think a major-number assignment is deserved.

Why should Scutt change its policy now? They fail to comprehend or list the
different colours and printings of the GB material ... as far back as
Vickie!


Now, there is a big difference here. Scutt (Scott) is THE U.S.
catalog of choice. Stanley Gibbons is the G.B. catalog of choice. At
least they should get it right in the Specialized U.S. Catalog, if
they haven't already.

I'll lay good odds on it that Scott doesn't have the staff nor time to
do a world specialized with the depth that the other catalog
publishers do of their respective countries of choice. Although they
have a Specialized Classic period catalog, it still lacks quite a bit
of information.

YMMV, of course...
