Default RUSSIA/USSR: 1931 3 kopeka w/o CCCP?

This had a BIN for 200 Euros:

In the item description (in German), the seller says that a similar
coin, which was lesser grade than the auction coin, was auctioned for
over $8,000 in New York in 1993.

So I have to ask: "What's wrong with this picture?" It just doesn't
make sense to me. If that coin is so rare, it seems kind of stupid to
sell it for a mere 200 Euros.

Think of it as a Soviet analog to the US "transitional patterns", where
coins were made that had no "UNITED STATES OF AMERICA" on them.
