Default Red book question

I visited my local library yesterday to peruse the coin
books. I noticed in the row of red books one that appeared
up-side-down. I took a closer look and realized that the
cover was printed incorrectly. It was the 2003 hard cover
edition. The front cover printing was nornal, the spine
printing was up-side-down, and the ISBN was printed
up-side-down at the top of the front cover on top of (or
underneath) the regular print. I know many collect red
books and wonder if the library should move this copy to the
Rare Books room.
