What is the " Numismatic Conservation Service " ?? Are they a certification

They are affiliated with NGC. Basically you can send them coins that may
have ugly toning or some other correctable problems and they will curate
(proffesionally clean or dip) your coins for you. If you choose they will
also forward the curated or uncurated coins to NGC for grading. I have
used them once personally and had a positive experience as have other
people in this group. They won't help with overdipped, whizzed, or other
damaged coins but they can certainly spruce up a natural but ugly coin.

Not exactly. They "conserve" coins, which is a fancy word for "clean".
After conservation, if the coin is still problematic NCS can encapsulate
the coin in their holder; or, if the coin is in good shape, they can
send it across the hall for NGC grading and encapsulating. All this is
somewhat controversial, obviously, but looking at the before and after
pictures on their website and it's clear (to me) that the "afters" look
a lot better than the "befores".

It is a coin cleaning/coin doctoring service that is accepted by the
market because it's run by NGC. They also authenticate problems coins
that wouldn't slab by NGC.
