Default France 1c Napoleon with laurel wreath and extra line

The link below shows an unusual 1 centime Napoleon III with laurel wreath stamp. It has a thin line below the bottom frame line, an extra line not mentioned in any of my reference books.

Have you ever seen a similar copy?
Does anyone have an explanation of how the line got where it is?

The image shows the bottom of a 1 centime Ceres with the listed "thin line below the bottom frame line" variety for comparison, and the top of a 1 centime Napoleon lauré just so it's clear that the strange line is not just the top of a stamp below. The stamp with the strange line is the one between the two partial stamps.

Any help will be appreciated.
