Default FOREIGN marked on mechanical pencils

A number of mechanical pencils I have acquired have FOREIGN marked on them. Do you know why? Was this something Great Britain required to be stamped on European made pencils imported into the UK?

Or do I have this backwards and they were something that France or Germany required to be stamped on writing instruments imported from the UK?

I have seen this on many vintage mechanical pencils, mostly ones I have gotten from UK sources.
