Default need some advice

i need some help on a matter! in mid july i purchased a bunch of 50 card
lots on ebay f the BAP update singles! i paid promptly and waited almost 30
days for them to arrive, of which they didn't. So i followed the proper
steps and got a refund through paypal as i only have 30 days to do it! At
the same time i contacted the seller letting him know i was doing this, only
as a precaution because i was going on holidays! If the package arrived i
would drop the refund and give him the payment back.
when i got back 2 weeks later the package had still not arrived. another 3
weeks went by, and still no package. i recieved a refund from paypal. now 3
days later after i recieved the refund, i get slapped with 23 negatives from
the seller accusing me of fraud.
what would be the best way to handle this. although i may have messed things
up, as in the heat of the moment i gave him 23 right back. of which i was
just going to leave a neutral and be done with the situation. Perhaps i am
wrong in this i dunno. i just followed the rules like evryone else!

What should i do

You didn't do anything wrong at all. In fact, thats one big problem with EBAY.
Many people won't leave negative feedback for fear of reprisal and so a
dishonest seller goes unnoticed. You took one for the team so to speak by
leaving honest comments. Hopefully your EBAY record will speak for itself and
people will realize that the feedback he gave you was retaliatory and
unwarranted. I'm glad you received a refund. Good luck in future deals.

eBay sucks but is the only real game in town.
Their customer support DOES NOT exist. There are sellers out there who have
a lot of negatives and ripped off people and nothing is done to them.
A lot of the sellers are truly TOO busy to handle sending out the stuff
because they are listing hundreds of things. A new product comes out and
they are listing EACH individual card. People are auctioning off things they
have coming in BUT have not received.
The latter has happened to me. I did the same thing as you. Finally got back
a PARTIAL refund. He would not send the shipping and handling fee for what
he DID NOT send.
eBay is there for their fees and that is all.

Well you did the right thing... and there is nothing you can really do
unless eBay will retract the feedback but I doubt it (I don't think they
have time)

I would complain to eBay... maybe they will help... checkout their safe
harbor for tips and discussion

respond to his feedback and point out that it is retaliatory... most people
will recognize that if they are assessing your feedback
