He is an error collector, so why is this news worthy?

It is a human interest story, they are usually not
newsworthy in and of themselves but news organisations often are
looking for stories that profile
people and their special interests.

I have noticed that there are a lot of these types of numismatic stories
that come out of India. I wonder if it is as thriving a numismatic area
as it seems when I am searching for new stories.

I have noticed that too. They seem to have a fairly active numismatic
community over there with collecting in a number of areas and people
anxious to set up educational exhibits in various venues.

Economically India has been doing quite well in recent years due to
govt. reforms that opened up the country to more foreign investment.
They
have a growing middle class that can afford to spend money on leisure
time activities such as coin collecting.
