The catalogue value in unc, UK grading, is £1,200 ($1,860) why is the
starting price $4,500?

The "grade" of "MS63" means nothing to the likely buyer, a UK resident.

Well "Obviously" FDC in the UK means PF60 in the US (not) ;o)
Would it not be fair to say PCGS would need to grade it 67 or higher
to realise a FDC price?
Most UK catalogues I see, like Spinks, only price Proof coins in FDC
and indicate flawed coins are worth less..
Why $4500? Gawd only knows. My guess is greed however!
I'd offer about 800 -900 pounds if I had the money-PR63 is fairly
flawed
