Default USPS & addresses

If I present a piece of mail with a return address of just my last
name and address the window clerk will not accept it for mailing. It
must have full name and address, so says the clerk.
However if I drop it in the post box outside the post office it goes
on its merry way, return address or not or a partial return address,
zip code or not.
I am noticing many places no longer provide a box for the four diget
zip code or ask for it. Could it be one of the USPS better ideas that
did not work.
I am still wondering how USPS ended up with the USPS web site. It
originally belonged to the United States Power Squadron.
Oh well, a sign of the times I suppose.

The 9 digit zip code is mainly used by large computerized mailers,
and that is where the USPS saves time and $$$.
