When rates change a new NVI is issued. In the UK NVI stamps do the job, so to speak, regardless of the value at the time of sale. This is fine when prices go up, but it works the other way too - a few years ago the price for 2nd Class went down from 20p to 19p. Your quite correct - if history is anything to go by. When the rate has changed in the past the 1st and 2nd class NVI stamps didn't change - just the amount they charged for them over the counter. It's your good fortune if you happen to have a stock of them in hand when the rate goes up.
