You are correct, but SOME countries (ie France) charge a fee.

"Getting Mail in New Zealand

If you want mail sending to you in New Zealand but dont want it sent
to your hostel or need it to be sent ahead use poste restante.
Basically you decide which major place you want your post to be sent
and then on the mail put:

Your Name
Poste Restante
Place Name
New Zealand

eg. for Queenstown

Your Name
Poste Restante
Queenstown
New Zealand

The mail will then be sent to the main post office in that town where
you can go and pick it up (photo ID required) free of charge! Easy as
that

Peru - Poste restante

You can have mail sent to you poste restante care of any main post
office (Correo Central), and, on the whole, the system tends to work
quite smoothly. Have letters addressed: full name (last name in
capitals), Poste Restante, Lista de Correos, Correo Central, city or
town, Peru. To pick up mail you'll need your passport, and you may
have to get the files for the initials of all your names (including
Ms, Mr, etc) checked. Rather quirkily, letters are sometimes filed
separately by sex, too – in which case it's worth getting both piles
checked. Some post offices let you look through the pile, others won't
let you anywhere near the letters until they've found one that fits
your name exactly.

General Delivery

Mail for General Delivery/Poste restante is normally held for pickup
by the addressee at the local main post office. In large metropolitan
areas where there is more than one large postal facility, one of the
facilities in the area is designated as the pickup point for General
Delivery/Poste restante mail.

General Delivery is the primary mode of delivery for customers who
meet one of the following requirements:

• do not have access to letter carrier, rural route, suburban service
mail delivery or postal box service;
• are identified as the ‚travelling public'. This General Delivery
service is not to extend beyond a period of four months. If the stay
exceeds the limit, the customer must declare a permanent address and a
primary delivery mode will be assigned according to the civic address;
• are temporarily living at their cottage or seasonal home and do not
have access to existing rural route delivery. To qualify, the cottage
or seasonal home must be in a different community than the principal
residence;
• are registered on a waiting list for a postal box.

Mail addressed to international destinations should be addressed as

and travellers and even they may not use the Poste Restante for more
than 3 months.

All articles superscibed "To be kept til called for","To await
arrival",or "Post Office" are held to fall under the head "Poste
Restante"The addressees of the articles falling under the HEAD "Post
Restante" must give the names of the addressee.

Disposal of Poste Restante Articles :
A Poste Restante article (except Value Payable ) is kept in the Post
Office to which it is addressed for a period not exceeding one month.
A Value Payable Article marked "Poste Restante" is kept in the Post
Office to which it is addressed for a period of 7 days only.
