The "18" of the Williambourg stamp should stand lower, near the bottom line of the picture. The same of couse should be with the other stamp. Misperforated sheets have mostly a higher value than the regular perforated items. Have a look on auction catalogues for a similar misperforated item to see what the market price is. Not the perforation is wrong, the overprint is it. A misperforation would affect the picture. It´s an overprinting error. But there a the same principles for the rating. This is not listed in Scott.
However, #1937-1938 b are listed as a pair with all of the black printing missing. cv US $400 per pair mint Maybe it is in Scott specialized. Blair |

Technically, I believe it's a misregistration error - the black printing is

The "5" is the applicable number & it IS offset - it should be much closer
