Does anyone know if there will be new stamps issued to go with the rate
increase in the UK in April ?

I very much doubt it. They will use the 2nd class NVI already available.

I gather there is even going to be a 'Postcard' NVI for the overseas
postcard rate.

I don't think that there will be a 21p stamp. The need can be met
entirely by existing Non Value Indicators. There is still no 28p stamp
for the 1st-class minimum weight step which came into force on 8 May
2003.

The proposed increase in overseas rates may be postponed. (Unlike
domestic tariff increases which are in line with inflation, these have
to be approved by the PostCom regulator.) One new stamp for it will be
a new NVI for the worldwide postcard airmail rate, currently 42p. This
is likely to have chevrons at the right, like the current Europe and
Worldwide NVIs issued 27 March 2003, with the word Postcard reading
vertically at the left. Royal Mail will be providing their full FDC
service for this stamp. Increases in overseas rates are likely to lead
to some new values but no details are available yet.

What difference in value? Won't the old 2nd class stamps still be good
for the new 2nd class rate? Unlike US NVI stamps.

In the US NVI stamps retain the value at which they were sold. When
rates change a new NVI is issued.

In the UK NVI stamps do the job, so to speak, regardless of the value
at the time of sale. This is fine when prices go up, but it works the
other way too - a few years ago the price for 2nd Class went down from 20p
to 19p.

The only major colour changes for Machin NVI's have been as follows:

1st: Black to orange-red, then gold a couple of times
2nd: Ultramarine to dark blue, then back to ultramarine
(otherwise a bright blue)

Eric,

Your quite correct - if history is anything to go by.

When the rate has changed in the past the 1st and 2nd class NVI stamps
didn't change - just the amount they charged for them over the
counter. It's your good fortune if you happen to have a stock of them
in hand when the rate goes up. The Post Office have already had your
money so I assume they don't care too much :-)
