I was sidetracked by the fact that there is also
a Rothwasser in Northern Poland 53 40 N 19 22 E

However I came to realize that it was the one
in Moravia (Silesia) that was meant.

The current name for this town is Cervena Voda
Czech Republic. 50 01N 16 45 E

http://www.maplandia.com/czech-repub.../cervena-voda/

I agree that the words are Herrn and Mahren.

Rodney, the first private commercial lottery were established by
Benedetto Gentile in the 15th century.
The first lottery in England was organized at the western portal of St.
Paul's ind London, at Januar the 11th 1569.

So this form of raising funds, is very old.

If I remember correctly, during the reign of one of the Ceasars (not a clue
which one) lottery tickets were sold to raise funds for repairs to the City
of Rome.

Since the dawn of time, Man has believed in Destiny. The term
"lottery" derives from lotto, the Italian word for Destiny, or fate.

The history of lotteries can be traced back to Moses and the Bible. To
award tracts of land west of the River Jordan, Moses used a lottery.
It is also said that the construction of the Great Wall of China was
financed by funds raised by lotteries, and that certain lottery forms
date back to the time of Julius Caesar.

Lotteries flourished throughout Europe between the 15th and 17th
centuries. In 1498, the Portuguese instituted a lottery to raise funds
to help the underprivileged and meet the country's monetary needs.
Lotaria Nacional Santa Casa da Miseric-rdia de Lisboa, one of the
world's oldest continuously operating lotteries, was authorized in
1783 by Queen D. Maria Pia. But the Portuguese were not alone. In
1727, the Netherlands formed another of the oldest lotteries still
running. In those days, the main purpose for creating a lottery was to
replenish a country's depleted funds so that it could finance its wars
and the construction of roads and buildings.

Last year, the Israel Post Office, issued a new stamp with a
composition about the famous seashells lottery of 1909.

Lottery stamp: Norway, postal franking value of 50 ore (domestic
rate), but sold for 2.50 kroner, with each stamp bearing a serial
number, It was issued June 1, 1964. Profits went to the credit to the
U.N. refugee fund. At least you could use your losing ticket to mail
a letter. (not listed in Scott) According to Gibbons, 50ö of the
2k50 price was for postage, the rest for a UN refugee appeal and an
attached lottery ticket (not shown) could be submitted for a draw. (no
SG number assigned) http://www.snap-dragon.com/_private/...ayLottery..jpg

In South Africa the first barcoded sheet (of 10 stamps) was the
National Lottery issue of 2000-03-02.
http://wvegter.hivemind.net/abacus/B...s/image014.jpg

Japan also issued a lottery stamp in 1989. (Scott 2001)

A lottery stamp with all different photographs of young girls. Has
been seen in red, green, brown and also other type sets all done by
Jellineck and Co. of Bratislava (now in Slovakia).

Every New Year, Japan runs a postcard lottery. Here are the semi
postal stamps for Year of the Ox.

The first lottery stamp to be issued by Estonian Post was issued 01
Dec 1999. Its sale price of 5 kroons covered the special Christmas
rate for domestic letters and postcards valid from December 18 to 31,
3.10 kroons, plus 1.90 kroon surcharge. The design was simillar to
that of one of the Christmas stamps issued on 25 November. All stamps
of the Christmas lottery issue are consecutively numbered. The draw
took place on 15 January 2000. http://www.hot.ee/elmo/1999/p/m182.jpg
