Default Seeburg Tech help

I have a KS200 Seeburg Jukebox. It has three florescent bulbs, one inside the title drum one just below the drum and one that lights the selection bar.
The one that lights the title bar does not light while the other two work fine.
I replaced the bulb and starter but it still does not work. Question one, is there more than one ballast as I only see one. If there is only one for all three bulbs and two work than the ballast is ok, is this correct. What should I look for to repair the upper selection bar bulb?

There are either three separate ballasts or one double ballast and one
single ballast. You need the equivalent of one ballast and starter per
lamp for that vintage machine. The ballasts should be on the inside
right (when viewed from rear) wall of the cabinet above the electrical
outlet on the inside floor of the cabinet.

Don't rule out the turn sockets
on each side. Keep your eye on the
starter if possible, while turning the
florescent bulb itself. If the socket
is dirty-bad, you may see the starter
flicker on and off.
