Hi Rodney:

No, they are not listed in Van Dam. However they are
listed in Brandom as numbers G-106 and G-107.

As to your question, the Excise would be a percent of the
retail price. In this case, if the cigar was 5c then the value
per M would $50. If the excise rate was 5% , then the tax
would be $2.50 per M.
