new to coins

I have a French coin date 1859 Neopolean III facing left. 10 centimes
The "tail" side is an eagle wings open. It has almost been worn smooth.

What is it? How much is it worth?

I also have complete 1953 set of UK coins
They are in a lil pvc package. I read pvc is bad. should I cut it
open? It looks like the coins are coirroded in it.
Do I clean them?

It's the back that's worn.

I can not find a listing for an 1859 French 10 centimes. Listings do not
show dates between 1857 and 1861. I have also checked several French
colonies and territories, finding no 1859 listed. If the coin is worn badly
enough, perhaps it is a different date. I have an old book, 1990, but
prices for VF seem to start at $4, so if yours is worn almost smooth, it is
likely a very low value coin.
