Default Question ??1953-2002 scott. State Birds and Flowers

Need help on this one
I have a sheet (pane)of stamps from the mint
they are 1953-2002 scott. State Birds and Flowers .20 cent Their is no gum
on the stamps
Is this a mistake or did the mint make some without gum

There is gum. It is dry gum and not shiny.
