Default Miller High Life Fiber Optic sign problem

Not sure which group to post this in. I recently purchase on ebay a
new-in-box Miller High Life fiber optic sign --- the one with the
Miller High Life lady sitting on the moon raising her glass which
fills up. For whatever reason, now before the point of raising her
mug, the red outline of her arm raised appears and when the glass is
finally raised, the glass doesn't fill up all the way.

I know nothing about fiber optics, so could use any points in the
right direction possible.
