Proof that a high feedback means nothing. Guy is over 4000 rating and
still is stealing money. Brother bought $25 worth of cards from him and
never heard a peep from the guy, won't respond to emails or send cards.
Yet he continues to sell stuff on eBay, has auctions going now even.
Is there anything that can be done other than just a negative, which
considering all the positives he has, doesn't hurt him too much. Report
him to eBay somewhere?

Did you pay via paypal? It is the easiest way to recover lost money. If you
paid via check or money order it is a little more difficult but not impossible.
If you want to follow through, contact the district attorney's office in his
home state. This is the quickest way to make something happen. They will
often times send an email to him from the state DA office, which makes most
people shake in their boots.

Yes Rick, or I wouldn't have mentioned it....

If you ask your typical seller on ebay, it is what they dislike about paypal
most. Essentially, if a card is not received, you file a complaint and the
burden of proof is on the seller, making them guilty until proven innocent.
GREAT for buyers, really bad for sellers.
