A little search in my back-issues file provided this information:

The April 1996 issue (#28) of "The Compulatelist," published by the
Philatelic Computing Study Group, contains an article on the Stamp
Trader List written by Phil Guptill. It explains how he got involved
with it during his first foray into cyberspace on Valentine's Day,
1995 with a used 386 and a freenet account provided by Arizona State
University. He found the rec.collecting.stamps newsgroup, and read the
post by Nancy Rabal Hall, then the caretaker of STL.

He wrote, "She said she was looking for someone to succeed her as
custodian of the list. Nancy took it on in about 1992 from the
originator of the list at a time when it appeared on rec.collecting, a
couple of years before the appearance of r.c.s. Increased work
requirements indicated that she pass the torch."

Phil's first e-mail on the Internet was to Nancy, offering his
services. Her last posting of the STL was on 11 April 1995. It listed
138 subscribers in 23 countries. His first post of STL on r.c.s. was
on about 01 May 1995. There is no information in Phil's article about
who might have started posting it on the rec.collecting newsgroup, or
exactly when, but it appears to have been started in about 1990 or
1991.


I have looked into this on Google and found some more information.
Tracing the list history backwards, the following shows who ran the
list and when:

Nancy Rabel Hall announced on rec.collecting on 8 October 1993 that
she had taken over the Stamp Trader List from Kai Rudloff.

Kai Rudloff posted his last trader list on 24 September 1993:

The first time Kai posted the list appears to be 9 August 1991:

Kai announced on 1 August 1991 that he would take over the list due to
the absence of its previous compiler, Tilo Levante:

Tilo posted the list (apparently for the first time) on 24 April 1991:

Tilo proposed the list on 15 April 1991:

rec.collecting itself passed its vote 9 March 1991 and was apparently
created 15 March 1991.

Therefore, it appears that Tilo Levante deserves credit for creating
the trader list.
