No, and he's probably in violation of some eBay rule, too.

Too bad he didn't actually provide the information on how to contact the
bank, or how to buy them directly. That would be useful. The reason people
are paying a premium for these notes on eBay is because they don't know how
to do the legwork to find out this info.

I did something like this a few years ago with those Antarctica notes. Gave
the URL to order them for face. eBay shut me down and threatened to suspend
me if I did it again. Go figure.
