Default I wonder.

Why some notes are even listed as all, I doubt if it will get a bid.

It starts at below face with free postage, he should spent it. Billy

The purpose of listing the item at low start price is to attract
bidders to win the item. Most of the time, ebay seller list them at US
$0.99 or 99 cents. The item or banknote could be worth a few hundreds
or a few thousand dollars in value. With this low start price, it
allows bidders to win them at a price that they are willing to pay.
Low starting price also attract many people to bid and pay at the
current market price. That's the spirit of auction bidding.

It ended with no bids which is not surprising as who would want a note with
a large cross written on it.

In any auction, there is a risk of no bidder bidding for the item.
Listing fees is considered only a fraction of the amount although ebay
is charging higher and higher listing fees. Sometimes, the right buyer
did not come along to win the item. In any case, auction does give
collectors an opportunity to sell their unwanted items. Usually for
high valued banknotes, they are not listed in ebay. This is due to
high final sale value charged by ebay. Additional charges also
included if it is paid through paypal.
