Canadian Postcard

I have what appears to be a cut square from a Canadian postcard. It
pictures King George V and is similar to Scott type A43, the 1912-25
definitives. The denomination is one-half cent.

Question: Was the postcard rate ever that low; If so, when? It appears
that Canada issued no adhesive stamp of that denomination after 1908, no
definitive after 1898.

Can anyone explain. Thanks.
