Can anyone ID this damaged, mutilated and rusted example.

with curious red cipher overprint?

Serbia. 1891. Forbins catalog used.

Comes in 3 "cachets" (that's the overprint): black, blue or carmine /
vermilion.

Back in 1915, it was worth 10 centimes French.

If overprinted in orange, the value jumps up to a great 20 centimes
French.
